I have salt and pepper hair (white and black - mostly white). True Steel takes the white out of the mix and makes it gray. This tones my hair down so that the white is now gray. Now the black and gray blend together and are no longer in stark contrast. It does not get rid of the white hair, but just blends it more with the remaining black hair.
